Umar Ullah died on the spot when a speeding Asian driver lost control of his car and hit the on-duty policeman, at around 4.30am.
The driver was in an "abnormal state", said traffic culture director at the General Directorate of Traffic Lieutenant-General Moosa Al Dossary.
Two other on-duty policemen were critically injured and admitted to hospital.
The accident caused significant traffic build-up in the area. Police have launched an investigation.
